That's extremely messed up but not really abusing his powers per say.
But he's trying to make up rules and use the power of staff to seem like they are real.

Think about this,
If i didn't stop you guys from using Rune arrows and D Bow, You guys would be hitting 30-30 With out spec, that's a 60. That's higher then a Gmaul with 1 hit, Possibly higher with a Ags withno spec. , You could have hit 30-30 .. 25-25 .. thats possibly a KO, then The other person would get Pissed off, and a massive riot would have happend.
or, You'd just be seeing Dbowers and all this other crap, then people will just be like fuck this.. and not PK..
